02PAT facts

Peel back the myths.

There’s a lot of confusion about PAT testing. Tap each label to see what the law and guidance actually say.

MYTH
"PAT testing is a legal requirement every year."
Tap to peel →
FACT

The law requires electrical equipment to be maintained to prevent danger (Electricity at Work Regulations 1989). PAT testing is a common way to show that. No law sets a fixed annual interval.

Tap to flip back
MYTH
"Brand-new appliances must be tested before use."
Tap to peel →
FACT

New equipment should be safe from the supplier. A visual check is sensible, and many businesses add it to the register with a label so it’s included in the next test.

Tap to flip back
MYTH
"Landlords in England must PAT test by law."
Tap to peel →
FACT

Not specifically in England, but landlords must make sure appliances they supply are safe, and HMO licences often require evidence. In Scotland, PAT testing landlord-supplied appliances is required.

Tap to flip back
MYTH
"Double-insulated items don't need checking."
Tap to peel →
FACT

Class II items don’t need an earth test, but most faults are found by visual inspection: damaged leads, cracked casings, scorched plugs. They still get inspected and labelled.

03Know your classes

Three kinds of appliance, three test routines.

Every item is identified by its construction class, which decides which tests apply. Look for the symbol on the rating plate.

Class I · Earthed

Metal-cased appliances that rely on the earth connection for protection. They get the full set of tests.

Kettles · toasters · microwaves · heaters · PCs

Class II · Double insulated

No earth needed. Protection comes from two layers of insulation. Visual inspection does most of the work here.

Hairdryers · lamps · TVs · vacuums · chargers

Leads & extensions

Extension leads, IEC kettle leads and cord sets are tested in their own right, including polarity and continuity.

Extension reels · IEC leads · cord sets
04The test sequence

Five checks per appliance.

Each item takes a couple of minutes. The results go straight into your asset register, and the label goes on the plug or the appliance.

1

Formal visual inspection

Casing, lead, plug, fuse rating and cable grip. Most faults are found at this stage.

Fuse 13A→3A
✓
2

Earth continuity

Class I only: confirms a low-resistance path from the casing to the plug’s earth pin.

0.08 Ω
≤ 0.1 Ω + lead ✓
3

Insulation resistance

Checks that the insulation between live parts and the casing hasn’t broken down.

4

Polarity & function

Leads are checked for correct wiring, and appliances are switched on to confirm they work safely.

Label & record

05Your certificate

A register, not just a sticker.

You get a PAT certificate plus a full asset register listing every appliance, where it is, its test results and when it’s next due. It’s the record insurers and inspectors ask to see.

08Questions

PAT testing, answered.

No law says “PAT test every year”. The Electricity at Work Regulations 1989 and the Provision and Use of Work Equipment Regulations 1998 require electrical equipment to be maintained in a safe condition. Regular inspection and testing, with records, is the accepted way to show you’ve done that.

It depends on the equipment and environment. In low-risk settings like offices, Class I items are commonly tested every one to two years, with more frequent visual checks. Construction-site equipment may be tested every three months. The IET Code of Practice and HSE guidance give starting points, and your risk assessment sets the final interval.

In England, there’s no specific legal requirement to PAT test, but landlords must make sure any appliances they provide are safe. Many do it between tenancies, and HMO licences often ask for evidence. In Scotland, private landlords must PAT test appliances they provide.

A summary certificate plus a full asset register: every item’s ID, description, location, class, test results, pass or fail, and retest date. Failed items are listed with the reason and labelled “do not use” on site.

Simple faults like a wrong fuse, damaged plug or loose cable grip are usually fixed on the spot and retested at no extra cost. Anything else is labelled as failed, taken out of use, and recorded so you can repair or replace it.

Allow roughly two to three minutes per item, so 30 items takes about an hour to an hour and a half. The builder above estimates time on site for your list. Larger sites can be split across visits or tested out of hours.

No. An EICR covers the fixed wiring: sockets, circuits and the consumer unit. PAT testing covers plug-in equipment. Landlords and businesses often need both, and we can book them together.
